Project Gift Administration


The Parks Foundation Calgary (PFC) is incorporated under the laws of Alberta and acts as a catalyst to help the citizens of Calgary enhance the quality of parks, amateur sports, and river valleys within the City of Calgary. An important task PFC performs is receiving and holding gifts and issuing charitable donation gift receipts. Any private citizen groups in their effort to fundraise for projects under this mandate are free to apply for PFC’s Project Gift Administration.

Process for application requires the organization to meet with officers of PFC and make a written submission or presentation to PFC with the details of the project, budget and fundraising proposal. Applications will be reviewed and forwarded to the Board of Governors for approval. Acceptance by the Board will be advised to the organization in writing. Projects gifts are held by PFC under a separate account number for the project specified by the donor. The funds are disbursed on written authorization from the project authorities.

Projects with budgets of $1 million or less:

• May apply for project gift administration of 100% of total cost of the project and at the same time apply for administration fee grant to avail of free administration services.
• The administration fee grant is awarded up to a maximum of $20,000 per project.
• Organizations entitled to GST rebate must submit a copy of the most current GST return or a proof to such entitlement.
• If the Organization chooses to apply for only a portion of the total cost of the project, administration fee will be negotiated to enable PFC to recover costs

Projects with budgets over $1 million:

• May apply for project gift administration of 100% of the total cost of the project but will not qualify to apply for administration fee grant. Administration fee is currently set at 2% of total funds raised.
• If the Organization chooses to apply for project gift administration of only a portion of the total cost of the project, the administration fee will be negotiated to enable PFC to recover costs.
• Organizations entitled to GST rebate must submit a copy of the most current GST return or a proof to such entitlement.
• Share in investment income can be negotiated.

All funds raised must be spent on the project. Any funds not expended two years after the project is completed revert to PFC to be allocated at the discretion of the PFC Board. Extensions and/or transfers can be negotiated. If the project is abandoned prior to completion (such abandonment to be determined at the sole discretion of PFC), funds collected become the property of PFC. All accounts are under the umbrella of the general audit of Parks Foundation Calgary by BDO Dunwoody LLP Chartered Accountants and Advisors.
